A loose powder jar can leave the filling line with a first-opening barrier that the consumer later removes. Testing that unopened pack answers a different question from testing the jar after opening and reclosure. Keep the two sample groups identifiable so the result describes the condition actually tested.
Define the unopened configuration
Use representative filled packs with the intended powder, fill mass, installed sifter, closure and any specified first-opening barrier. Record the component versions and how the closure was applied. For a distribution evaluation, include the shipping protection and arrangement relevant to the proposed route.
An empty jar shaken on a desk is not equivalent to a filled pack in its transport packaging. ISTA distinguishes screening procedures from simulations of particular distribution environments. Its public 3A overview treats the product and package together and calls for damage criteria to be defined before testing. That does not make one procedure suitable for every cosmetic shipment.
Prepare a separate opened-use group
Open fresh samples using the intended consumer instructions. Remove only the designated first-use barrier, carry out the agreed dispensing routine, and reclose the pack with the parts the consumer is instructed to retain. Record the remaining fill and whether powder was present on the rim before movement.
Use a defined carrying or handling routine for this group. If the aim is to compare the two closure states under the same movement, keep the applicable conditions comparable. If distribution and everyday carrying use different stresses, report those as different evaluations; their results cannot isolate the effect of opening alone.

Record where the powder went
Distinguish powder that moves above the sifter but stays inside the closed jar from powder found outside the package. Inspect the first opening after movement carefully: powder released while opening should not automatically be recorded as leakage that occurred during transport.
Document the location and condition before cleaning. An unopened failure does not by itself prove a manufacturing defect, and an opened-use failure does not by itself prove wear. Closure application, component fit, powder behavior and the test conditions remain possible contributors.
Keep the conclusion tied to the samples
Agree acceptable powder escape, closure condition and sample numbers with the relevant teams before testing. Review new samples when investigating a suspected cause rather than repeatedly changing several conditions on the same jar. A successful unopened result does not establish performance after the barrier has been removed.
Sambound supplies empty cosmetic packaging, with loose powder formats referenced at sambound.com. The selected filled assembly and its documented test conditions establish the result; a catalog image or a general quality certificate cannot establish that a jar has passed this evaluation.
